Location: New York, NY
Duration: 1 year with the possibility of extension upto 5 years
Remote (Must work EST hours) | Albany, NY onsite minimum one week per year
Work Schedule: 40 hours/week, Monday–Friday, 8:00 a.m.–5:00 p.m. ET
Job Description:
Role OverviewThe ETL Developer / Data Warehouse Architect will support the design, implementation, and expansion of OSC's secure enterprise data analytics environment. This consultant will play a hands-on role in:
- Reviewing and modernizing ETL processes
- Designing scalable data warehouse architecture
- Supporting structured and unstructured data ingestion
- Enabling business intelligence and Tableau reporting
- Supporting inter-agency data exchanges
This role is both
technical and architectural requiring advanced SQL, ETL design, and data modeling expertise within a government analytics environment.
Core Responsibilities Data Architecture & Warehouse Development - Review and analyze existing ETL processes and data ingestion pipelines
- Architect a scalable data warehouse framework aligned to audit analytics needs
- Design systems to accept structured and unstructured datasets
- Implement and migrate ETL environments including fact and dimensional models
- Support dimensional modeling aligned to user story business requirements
- Develop enterprise data models supporting fraud detection and analytics workflows
- Optimize warehouse structures for audit, analytics, and reporting use cases
ETL & Data Integration - Develop and maintain ETL processes integrating:
- Flat files
- Direct database connections
- XML transactions
- External agency data feeds
- Implement ETL pipelines using tools such as Qlik and Informatica
- Perform SQL and PL/SQL development to support transformations
- Support ingestion of newly identified/acquired datasets
- Maintain data interchange systems connecting varied internal and external systems
- Ensure secure transfer and validation of inter-agency data exchanges
Business Intelligence & Reporting Enablement - Support Tableau and Oracle Business Intelligence Enterprise Edition (OBIEE) dashboard development
- Design ETL processes optimized for Tableau visualization environments
- Assist with Tableau Server administration (preferred)
- Collaborate with business stakeholders to translate user stories into analytics datasets
- Ensure BI layer performance and data accuracy
Data Validation & Analytics Support - Partner with auditors and analytics staff to validate datasets
- Troubleshoot data discrepancies and transformation issues
- Support data quality initiatives and validation processes
- Apply statistical techniques to support fraud detection and performance analytics
- Assist in developing analytics-ready datasets
Infrastructure & Environment Support - Assist in building out OSC's secure data analytics infrastructure
- Support migration of ETL environments
- Align ETL pipelines to security and governance standards
- Ensure data architecture aligns with audit compliance and enterprise fraud prevention protocols
Minimum Qualifications (Required) - Bachelor's degree in Computer Science or related IT field
OR Master's/Doctorate in Computer Science or related field - 4 years developing and maintaining data interchange systems integrating:
- Flat files
- Direct DB connections
- XML transactions
- 4 years working with ETL tools (Qlik, Informatica, or equivalent)
- 4 years of data modeling experience (dimensional modeling, fact tables, star schemas)
- 4 years building ETL environments supporting data analytics
- 4 years coding in SQL
Preferred Qualifications - Python scripting experience
- Tableau Server administration
- Experience gathering business requirements and validating data with customers
- Formal statistics coursework or professional experience applying statistics
- PL/SQL development experience
- Experience building ETL environments supporting Tableau
- Government data analytics experience
- Experience supporting audit or fraud analytics initiatives
- Experience with secure data environments and compliance-driven data governance
