Job Description:

8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.
Min 5 years of experience, served as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.).
Strong experience as a Data Analyst in analyzing raw data, and as a Business Analyst in requirements gathering, understanding technology, and any project management experience with PMP are a huge plus.
Reviews, analyzes, and evaluates business systems and user needs.
Formulates systems to parallel overall business strategies.
Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective.
Familiar with industry standard business process mapping, and reengineering.
Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
Working on a major system modernization project for building a new Medicaid application.
The Worker will be a part of the team responsible for providing project and product oversight of the Medicaid IT-Contracted Systems efforts, integrated projects, and support of dependent efforts.
The Worker will support and provide oversight of documentation and delivery of application functionality as part of the Medicaid IT-Contracted systems applications team.
The Worker will assist in creating processes and documentation to ensure a consistent understanding and approach to align with the agency direction for an integrated solution.
II. CANDIDATE SKILLS AND QUALIFICATIONS

Years Required/Preferred Experience
8 Required Coordinate with outside vendors to complete projects and service requests; and define, assign, and evaluate their work
8 Required Develop and/or review of project artifacts such as test cases, requirements documentation and traceability, design and technical specifications
8 Required Consult on the analysis of a system, troubleshoot problems, and support solution implementations
8 Required Manage a project's scope, acceptance, and deployment, and monitor system integration and user acceptance testing
8 Required Identify a project's potential risks and difficulties and design strategies to mitigate or avoid them
8 Required Perform the analysis of HHS policies, procedures, and standards to determine their effect on automated systems and system functional areas
3 Preferred Experience using TFS to create, manage, and maintain requirements throughout the development lifecycle
3 Preferred Working in an Agile environment (preferably SAFe)
3 Preferred Experience using Microsoft products, such as MS Office, SharePoint, and Copilot
3 Preferred Demonstrated understanding of enterprise system components such as user interfaces, data layers, infrastructure, and integrations; knowledge of business rules engines and workflow orchestration; familiarity with Azure hosted cloud solutions preferred
3 Preferred Experience and knowledge of Texas HHSC processes as well as Texas Medicaid and CHIP systems
3 Preferred Experience updating portfolio project management tools and management of state level major information resource project information
