Position Summary/About the role
Job Title: GIS Developer / Programmer (ArcGIS Utility Network Implementation)
Location: Hybrid (No consistent on-site work; occasional on-site meetings may be required)
Duration: 12 months (possible extension)
Project: Enterprise ArcGIS Utility Network implementation for:
- Water Distribution
- Stormwater
- Sanitary Sewer
This is part of a citywide GIS modernization initiative transitioning existing systems to Esri Utility Network architecture.
Current Technology Environment: ArcGIS Platform:
- ArcGIS Enterprise 10.9.1
- ArcGIS Pro 2.9.7
- Utility Network tools v5
Database:
Enterprise systems integrated with GIS:
- Maximo
- Granite
- Trimble
- Modeling platforms (InfoWater Pro, PCSWMM, Flowlink, Optimatics)
Project Stage: The project is currently post-pilot phase.
- Existing pilot databases already exist
- Utility Network implementation must now be expanded and stabilized
- Production rollout expected within ~12 months
Key Responsibilities: The consulting team will:
Utility Network Implementation:
- Deploy ArcGIS Utility Network architecture
- Implement schemas for water, stormwater, and sewer networks
- Configure subnetworks and attribute rules
Data Migration:
Perform migration across environments:
- Development
- Test
- QA
- Production
Service Deployment
Publish 3 services per network (9 total):
- Viewer
- Editor
- Business-defined service
Schema & Data Integrity
- Stabilize schema
- Configure attribute and geometry rules
- Ensure data validation and reconciliation
Integration Coordination
- Consultants will not build integrations but will coordinate with system owners and vendors to ensure continuity.
Testing Framework
Develop testing frameworks for:
- SIT
- UAT
- Regression testing
Documentation & Governance
- Provide documentation
- Participate in schema governance
- Coordinate with IT GIS and Public Works teams
First 6-Month Deliverables: Within the first six months the team should:
- Deploy Utility Network in Test or QA
- Stabilize schema
- Finalize subnetworks
- Configure attribute rules
- Configure editing templates
- Perform initial data migration
- Publish initial services
- Validate datum transformations with field data
Required Experience: Candidates should have minimum 2–3 similar Utility Network implementation projects.
Strong experience with:
- ArcGIS Utility Network
- ArcGIS Enterprise
- ArcGIS Pro
- Attribute rules
- Branch versioning
- Enterprise GIS data migration
- SQL Server geodatabases
Preferred Experience: Highly desirable:
- Municipal utility GIS systems
- Water or sewer infrastructure GIS
- Field Maps workflows
- Enterprise GIS architecture
- GIS system integrations
