POSITION OVERVIEW We are seeking a Senior Application Programmer (Power Platform Developer) to design, develop, and support enterprise-grade solutions using Microsoft Power Platform technologies.
This role will focus on building scalable, secure, and compliant applications that improve operational efficiency, enable data-driven decision-making, and modernize legacy workflows across Louisiana state agencies.
The ideal candidate combines deep technical expertise, strong architectural thinking, and experience operating in regulated or public-sector environments.
CORE RESPONSIBILITIES Application Development and Solution Design
- Design, develop, and maintain enterprise applications using Power Apps (Canvas and Model-Driven), Power Pages, Power Automate, Dataverse, relational databases, and Power BI
- Translate business requirements into scalable, reusable technical solutions
- Develop standardized components, templates, and frameworks aligned to OTS architecture
- Perform hands-on development, debugging, and optimization
- Provide knowledge transfer and training to internal development teams
Integration and Architecture
- Integrate Power Platform solutions with Microsoft 365, Dynamics 365, Azure services, and external systems via APIs and connectors
- Ensure solutions meet enterprise standards for scalability, performance, and maintainability
Governance, Security, and Compliance
- Implement role-based access control, data loss prevention policies, and environment strategies (Dev, Test, Prod)
- Ensure compliance with state security standards, federal regulations, and accessibility requirements
- Support audits, documentation, and compliance reviews
Collaboration and Leadership
- Work with business stakeholders, project managers, architects, and development teams
- Lead code reviews, solution reviews, and architecture discussions
- Mentor junior developers and citizen developers
Innovation and Emerging Technologies
- Evaluate and implement new Power Platform capabilities
- Support AI-driven automation initiatives including Copilot Studio and conversational AI solutions
REQUIRED QUALIFICATIONS - 5 years of hands-on experience with Microsoft Power Platform including Power Apps, Power Automate, Dataverse or relational databases, and Power BI
- Strong experience with application lifecycle management, environment strategy, and deployment across Dev, Test, and Production
- Strong understanding of security models, role-based access control, and data governance
- Proficiency in SQL and data modeling
- Proven ability to gather business requirements and translate them into technical solutions
- Ability to work independently across multiple projects
- Strong written and verbal communication skills
PREFERRED QUALIFICATIONS - Experience with Copilot Studio or conversational AI platforms
- Experience in government, public sector, or regulated environments
- Experience with Microsoft SQL Server
- Familiarity with Dynamics 365 and Azure services such as Functions, Logic Apps, and API Management
- Experience with DevOps and CI/CD pipelines for Power Platform
- Microsoft certifications related to Power Platform or Solution Architecture
WORK ENVIRONMENT AND EXPECTATIONS - Primarily remote within the United States, with potential onsite requirements in Louisiana
- Must be available during core hours of 7:00 AM to 6:00 PM Central Time
- May require work outside standard hours, including weekends or holidays, to meet deadlines
- No guaranteed minimum hours due to staff augmentation model
DELIVERABLES AND PERFORMANCE EXPECTATIONS - Delivery of enterprise Power Platform solutions
- Weekly status reporting including progress, risks, and activities
- Accurate time tracking and submission of monthly invoices
- Documentation aligned with OTS standards
- Participation in audits and compliance reviews
COMPLIANCE AND SECURITY REQUIREMENTS - Must comply with HIPAA regulations, IRS Publication 1075 requirements, and State of Louisiana security policies
- Must pass background checks if required
- Must follow strict confidentiality and data protection protocols
- All work products and data remain property of the State
