Description:
The Audit, Risk and Controls (ARC) project is a major OPS initiative to modernize and unify audit management and internal control capabilities across the Ontario Internal Audit Division (OIAD), Office of the Chief Risk Officer (OCRO) and the Office of the Provincial Controller Division (OPCD). Both, OIAD's current audit management solution and OCRO's current risk management solution contracts expire in October 2027, and OPCD requires an enterprise Internal Control system to support the Internal Control Policy and strengthen financial oversight across ministries.

The unified ARC solution will streamline audit planning, fieldwork, workflow automation, document management, reporting, and analytics for OIAD. For OPCD, the new system will enable standardized control documentation, centralized monitoring of financial controls, enterprise visibility into risks and remediation, and improved support for Certificates of Assurance for Public Accounts. For OCRO, the new solution will improve productivity, foster operational resilience, and strengthen Ontario's ability to manage risks and seize opportunities while delivering trusted programs and services for Ontarians.

Together, these enhancements will reduce duplication, improve data quality, and create a more resilient, enterprise-wide approach to audit, risk and internal control management.
To proceed with procurement, the Ministry must develop a comprehensive Request for Bid (RFB) that accurately reflects the functional needs of the three divisions, aligns with OPS procurement requirements, and supports the timelines established in the ARC business case. This requisition is seeking a Senior Business Analyst / RFB Writer to lead the drafting of the RFB and supporting documentation, "hold the pen on the procurement package, incorporate stakeholder input and ensure alignment with Fairness Commissioner guidance and OPS best practices. The resource will also support approval, posting, evaluation, clarification, and contract award activities.
