Position Summary/About the role
Description:
The Victim Notification System (VNS) Modernization Project is a strategic initiative aimed at transforming the Ministry's victim notification services through the implementation of a modern, secure, and accessible digital solution. The current VNS fulfills its primary function of providing automated victim notifications through telephone communications triggered by data received from the Offender Tracking Information System (OTIS). While the existing solution continues to support essential operational requirements, it relies on aging technology, offers limited user functionality, and does not align with modern service delivery expectations.
Currently, victims have limited ability to interact with the system, manage notification preferences, or access information independently. Communication methods are restricted primarily to automated phone notifications, limiting accessibility and flexibility for users. In addition, the existing solution provides limited reporting capabilities and requires staff to rely on manual processes that can impact efficiency and service delivery.
The VNS Modernization Project presents an opportunity to replace or enhance the existing solution through the implementation of a modern Vendor Software-as-a-Service (SaaS) platform integrated with OTIS. The modernized solution will introduce victim-centered digital services, including a secure self-service portal that allows victims to register, manage notification preferences, and access relevant information online. The new solution will also expand communication options beyond telephone notifications to include email and SMS capabilities, improving accessibility, responsiveness, and user experience.
The modernization initiative will further improve staff usability through an intuitive user interface, streamlined workflows, enhanced reporting capabilities, and increased operational efficiency. It will also strengthen compliance with accessibility, privacy, and security requirements while reducing reliance on outdated technology and supporting long-term sustainability.
Ultimately, the VNS Modernization Project aligns with ministry and government priorities for digital transformation, service modernization, and victim-centered service delivery. The initiative will provide victims with timely, accurate, and accessible information while enabling more effective program administration, improved performance measurement, and enhanced service outcomes for Ontarians with a Public Safety priority.
